Access Humboldt applauds California Attorney General's opinion on PEG fees.
On January 15, 2016, California Attorney General Kamala Harris released Opinion No. 13-403 https://oag.ca.gov/system/files/opinions/pdfs/13-403.pdf that was requested by Lake County Counsel Anita Grant. The Opinion finds that cable franchise fees that support public, educational and governmental access are not considered a tax for purposes of Proposition 26.
